山地风电能量密度低,分布地域广阔的特点[1],决定了山地风电场不能完全照搬照用密度高,厂址空间有限的火电厂的开发与建设理念,必须探索适应风电特点的开发与建设模式,从而有效规避风电开发中的系统性风险,保证建设项目的可持续竞争力[2,3]。
Discussion on the Development and Construction Management for Wind Farms in Mountainous Area

摘要:
[目的] 山地风电项目的开发与建设管理对比火电项目有着较大的差异,因此必须探索适应风电特点的开发与建设模式,从而有效规避风电开发中的系统性风险,保证建设项目的可持续竞争力。 [方法] 就山地风电场的开发与建设的过程中存在的难点和关键点进行论述,对山地风电场的开发与管理工作进行分析探讨。 [结果] 研究表明:应针对山地风电建设的特点,转变以往粗放式管理观念,推进精细化设计管理,做好测风与风资源评估、主机设备选型、微观选址、道路设计等阶段的工作成果,并在现场施工管理重点关注体系化质量、标准化安全、目标化工期和常态化沟通管理工作。 [结论] 管理经验对风电场顺利建设并成功运营,提升山地风电建设水平,推动我国风电产业的健康发展具有重要的借鉴意义。 Abstract:[Introduction] The development and construction management of the montanic wind power differs significantly from the management of the traditional thermal power projects, this requires a wind power adapted constructing mode, which can reduce the risks during the wind power project and lubricate its construction process. [Method] This discussion pointed out the difficulties and the key points in the construcion of montanic wind power, and discussed its development and management works. [Result] The results indicate that the refined management measures direct to the montanic wind power construction are necessary. The measures include the staged objectives such as anemometry, the wind resource evaluation, the selection of wind turbine, micro-sitting selection and road design. Besides, the management of the building process, including QS, safety standards, duration of the project and daily communication, is also of the essence for the montanic wind power project. [Conclusion] The results contribute to the wind power plants that build and operate in mountainous areas, and may be insrtuctive to the healthy development of wind power in China. -
